I flavor the Counterspell as an aura around him and his friends. You should make it possible for your players to learn about it before they attack, so it doesn't feel completely unfair. It's hard to assign him a level, because he can be very destructive or a total push-over depending on the party. You can also make it so he can't cancel higher tier spells if you use him as fodder for a higher level party.
